Aspen's two real estate transfer taxes

Buyers inside Aspen city limits pay two transfer taxes. A 0.5% tax that voters approved on May 8, 1978 funds the Wheeler Opera House and now arts programming too, and a 1.0% housing tax approved in 1989 excludes the first $100,000 of the price and exempts existing deed-restricted units (aspen.gov).

The city says the transfer taxes are the responsibility of the purchasing party and that it can file a lien against the property if they go unpaid.

Short-term rental tax, a 2021 moratorium and the Aspen MLS

Voters passed Ballot Issue 2A in November 2022, setting a short-term rental tax of 5% for owner-occupied or lodge-exempt permits and 10% for all other short-term rentals, effective May 1, 2023 (aspen.gov).

In December 2021 the city council adopted Ordinance No. 27, a moratorium on new land use applications, new residential development and new vacation rental permits. After a court found it unenforceable in March 2022, council adopted it again and extended it that May.

Listings run through the Aspen/Glenwood MLS, which reported more than 900 subscribers in 2021. The Aspen Board of REALTORS, formed in 1975, gives Basalt as its home in its federal tax filings.

Questions about the Aspen file

Answered with this build's Aspen numbers and the sources above.

How much of the Aspen file is office inboxes?
20 of 250 rows are business addresses read on real estate firms' own websites; the remaining 230 are agents, split out in the Data Source column.
Who pays Aspen's real estate transfer taxes when a home sells?
The buyer does. The City of Aspen puts the transfer taxes on the purchasing party, and the 1% housing tax skips the first $100,000.
What tax does Aspen charge on a short-term rental?
The 2022 voter-approved tax is 5% for owner-occupied or lodge-exempt permits and 10% for every other short-term rental, collected since May 1, 2023.
What shows in the title column for Aspen agents?
For 93 profiles it is the brokerage name Aspen Snowmass Sotheby's International Realty rather than a job title, so filter by brokerage, not title.
