Fishers caps single-family rentals at 10% per subdivision

On April 21, 2025, the Fishers City Council unanimously adopted Ordinance 022425A, adding a Home Rental Registration & Permitting Program to the city code (fishersin.gov).

Long-term rentals of single-family homes must be registered, and new rental permits stop at 10% of the single-family homes in each subdivision; rentals already in place were grandfathered.

The program leaves out short-term rentals, and the ordinance lets a homeowners association adopt stricter rules of its own.

Failing to register carries a $250 fine, and a first violation for renting without a permit carries $1,000.

A city since 2015, with a new arena and shrinking school rolls

Fishers became a city on January 1, 2015, after voters approved the change in a 2012 referendum.

The Census Bureau counted 98,977 people in Fishers in 2020 and estimated 104,094 for July 1, 2023 (census.gov).

The city-owned Fishers Event Center, a 7,500-seat arena that cost $170 million, opened on November 22, 2024, with the Indy Fuel hockey team as its anchor tenant.

Hamilton Southeastern Schools counted 19,885 students on September 1, 2026, its first figure under 20,000 in 10 years, a local news site reported; the number is unofficial until the state count.
